Personality:

I'll be honest. Hyobu is a dick. There is no debating this fact, he is in general not a nice guy to those who he meets. However, he is a pleasant dick. The kind of guy who will say you're an insignificant speck who he could be rid of with a flick of his wrist while wearing a charming (yet eerie) smile on his face. However, at the same time, he is also extremely childish. He might have lost his innocence due to a bullet to the brain, but he pretty much refuses to grow up and act his age. Which might be a good thing, considering he's actually eighty three years old.

That said, while Hyobu will often put up a pleasant-- if not somewhat snide and childish-- front when meeting people or just being social in general, there is the one big exception to this.

If you happen to be an esper? He will be your best friend. Hyobu is extremely bias when it comes to this fact. He will be genuinely friendly, polite, kind and even caring if you happen to be one. That isn't to say this is exclusive just to espers, as long as you aren't just 'normal' and are mildly interesting, he'll be quite friendly to the point that he won't ever threaten to kill you outright. However, if you happen to be completely against his moral standing? Don't expect his friendly tone to last very long. Oh, the other exception to his usual behavior? Children. Hyobu has a soft spot for kids! And I do mean kids. Not teenagers, little kids who are below the teenager threshold can just make him be a genuinely nice guy.

You might have noticed the word 'normal' up there. That is important, as while Hyobu is bff to espers, he hates normals. Normal people. Anyone who lacks the gift of ESP in his world is someone he regards as an enemy, or simply collateral damage waiting to happen. If you aren't capable of using your mind to make use of some kind of power, you are essentially someone he regards as expendable. It bares repeating, as that is a fact that Hyobu is unshakable on and hates anyone trying to change his view on this.

Which brings me to the next important thing worth mentioning about Hyobu. That would be the fact that his morality is pretty much centered in the 'I can casually mention murdering people' area. He is very okay with outright killing someone who presses his buttons the wrong way, or just flat out annoys him to the point of frustration. In that second instance, however, he is more likely to put them through an even worse scenario. Making full use of his various abilities to show them just how hellish he can make their life. I.E. using his hypno powers on them to force them to do something they would never do themselves.

Finally? While Hyobu utterly despises normals, depending on the personality of the person in question and if they can look past his troll-like personality, it is possible for him to come to like a normal person. Yet rather than 'like' it would be accurate to say 'tolerate'... Unfortunately, when he likes someone in that sense, he teases and pokes fun at them on a near constant basis.

Abilities/Powers: Hyobu is a multi-talented esper with powers all at or near the "level 6" scale. The canon scaling of levels regards 6 as the second highest, with 7 being ridiculously rare. So Hyobu having multiple powers at level 6 make him a very scary person.

Telekinesis: THE BIG ONE. Hyobu is a master at using telekinesis. He can use it to levitate himself or others to fly at high speeds, to cut something with pinpoint (and often deadly) accuracy, to fix internal wounds, to cause internal wounds, or even to fire off a giant blast of psychic energy. The uses of this ability alone are near limitless, and he almost always is making use of it as he has a tendency to travel by hovering around from place to place rather than walking.

Telepathy: Self-explanatory! It can be used to read minds, or send his thoughts into someone else's head. He is also capable of altering a persons memories using this in combination with his psychometry and hypnosis.

Teleportation: Again, self-explanatory! He can be in one place one second, then another the next. He can cover huge distances using this, or just extremely short distances in rapid succession.

Psychometry: The ability to read an object and know everything about it. This applies to pretty much anything, from weapons, to a place, to even a crime scene. It also lets him find the most efficient way to use an item. For example, if he were to use it while holding a gun? He could make the perfect shot with it provided his reaction time was up to speed. Which it often would be. Finally, it even doubles as another way to read minds on a much deeper and more efficient level, so when he gets hands on with you and starts digging around in your head? You're pretty much an open book.

Hypnosis: Hypno is a very useful thing. It lets you do things such as make yourself look like another person to all those around you, make someone else look like another person... Or even force someone to do something they normally wouldn't. It can even be used to completely control someone else down to what they say and do, provided they don't have any type of resistance against that kind of thing. Even if they do, Hyobu can still force it provided he catches someone off guard.

Electrokinesis: The ability to create and manipulate electricity! Very self-explanatory.

Pyrokinesis: The ability to create and control fire. As above, very self-explanatory.

He also has full military training, is skilled in various forms of hand-to-hand combat and firearms, and is generally just very overpowered.

Allow me to cut to the chase.

*The gray haired man peering into the camera seems largely disinterested in his current and sudden change of atmosphere. Wearing the kind of look on his face that simply said, 'I'm not phased by this' with a smile.*

I hardly require you to give me some list of details. Nor do I require that common courtesy of 'New Guy' treatment. I've already read the atmosphere, along with the general mood. Dystopian with a touch of dread sounds about right, doesn't it?

So, the chase. I don't particularly care to concern myself for the survival of most of you. However, it is my understanding there are those of you here with a certain gift. A gift that may label you an esper.

To those select few individuals... Let's have a chat. Consider my announcing it a courtesy, as I already determined where you live and will be coming to see you shortly. As for the rest... well... You can entertain me afterward, if you're feeling foolishly friendly.

... hah! That's some charming alliteration, isn't it?

*With that, the camera cuts off quite abruptly.*

Hyobu Kyosuke did not appreciate being kidnapped.

For one, he was far too old for the word kidnapped to even apply to him. In fact there was hardly even a proper word for what would sum up the act of whisking him away and slamming him down in what felt like a horror video game gone awry. Espernapped sprung to mind, yet that was a bit too basic. Even if it summed up the act perfectly.

With a frustrated sigh, the perfectly youthful and not-at-all old esper idly floated above the apartments that had were what he could only designate as "home base" for all of those present. Quite a downgrade from a living on a luxury cruise liner, that much was certain. Yet even with the lackluster accommodations he couldn't help but let out a small chuckle after a few moments.

"Interesting. Very, very interesting..."

While it was already a commendable act to espernap him of all people... The whole air about this place felt like it was dreamed up by some twisted movie director who specialized in slasher flicks. There was very little he could read with his psychometry beyond what he lifted from the few denizens of the apartment below. And even for all his confidence, he felt little desire to expend his own efforts to uncover the mysteries of this place just yet. Or at the very least, not while there were normals he could watch struggle for every scrap of information they could find.

So while Hyobu Kyosuke did not appreciate being kidnapped... Especially considering he was a very busy man as of late... The very fact the place he was whisked away to would provide him this kind of a unique situation... He would be willing to put off a immediate display of power to see just what would happen next.

Hell, watching some normals struggle and suffer to survive?

It was practically like a vacation.
